Title, Purpose, and Scope

1 Purpose: The purpose of this standard is to provide baseline requirements for the design of mechanical systems that minimize the volume of water required to operate HVAC systems.

(a) Balance environmental responsibility, resource efficiency, process efficacy, and community sensitivity.

(b) Support the goal of the development that meets the needs of the present without compromising the ability of future generations to meet their own needs.

2 Scope:

2.1 This standard provides baseline criteria that:

(a) Applies to new buildings and renovation projects (new portions of buildings and their systems) and the surrounding site: a building or group of buildings that utilize a single submittal for a construction permit or which are within the boundary of a contiguous area under single ownership.

(b) Addresses water use through the concept of water use efficiency implemented during design and construction of residential, commercial, institutional, and industrial projects.

2.2 The provisions of this standard do not apply to:

(a) Storm or building wastewater management, except as a means of reducing potable water use.

(b) Industrial process systems

2.3 This standard shall not be used to circumvent any safety, health or environmental requirements.

2.4 This standard shall not be used to circumvent local or state water rights laws or any other local, municipal, and/ or state statutes.

4 July 2018:
The comments from the 2nd Public Review will be incorporated into a full 3rd Public Review as there were numerous great suggestions that will include some substantive changes. 

28 November 2017:
2nd Public Review was completed on 27 November  2017 with 111 comments from 16 commenters. 

29 September 2017:
2nd Public Review will take place for 45 day public review from 13 October 2017 to 27 November 2017.

29 August 2017:
The SPC 191P Committee has voted to approve the standard go out for it's 2nd public review with a vote of: 11-yes, 1-no, 5-abstentions. The precise timing of the public review will be published when it's determined.
